El senador Iván Cepeda aseguró que varios congresistas abandonaron el lugar para desbaratar el cuórum decisorio y hubo varios que se declararon impedidos para participar en la discusión de la iniciativa.

El 28 de mayo de 2025, nuevamente, el proyecto con el que se pretendía reducir el salario de los senadores y representantes a la Cámara se hundió en el Congreso de la República, específicamente, en la plenaria del Senado. El senador Iván Cepeda, que lideró la iniciativa con su homóloga María José Pizarro, atribuyó el fracaso de la propuesta a la falta de congresistas presentes en el recinto.

Según detalló, varios legisladores se retiraron para evitar que hubiera cuórum decisorio. “Hoy, a pesar de que con una proposición logramos subirlo al primer lugar del orden de día, una lluvia de impedimentos y el abandono del recinto de muchos senadores acabó con el cuórum. Algunos dejaron el recinto luego de intervenir para afirmar que esta era una iniciativa “populista” del gobierno. Resultado: por tiempos nuevamente se hunde la rebaja de salarios de los congresistas”, detalló en X.

Cepeda criticó a los senadores que impidieron el avance del proyecto, recordando que, mientras gozan de un salario de $48 millones, niegan mejoras establecidas en la reforma laboral del Gobierno nacional, en la que se establece un incremento en los ingresos de la población trabajadora.

La reforma se cayó en un inicio en la Comisión Séptima del Senado porque, entre otras cosas, algunos legisladores de la oposición argumentaron afectaciones a los empresarios por el incremento de los costos salariales. “Los senadores a la hora de lesionar los derechos de los trabajadores son implacables, y a la hora de mantener sus privilegios son permisivos y ausentistas”, aseveró el senador.

La congresista Pizarro se pronunció también, cuestionando a los nueve senadores que se declararon impedidos para discutir y votar el proyecto, alegan conflictos de intereses. De acuerdo con su denuncia, entre ellos estaba el presidente del Senado, Efraín Cepeda.

Además, según la servidora pública, el funcionario ya se habría negado a poner a discusión el proyecto, a pesar de que tuvo la oportunidad de hacerlo desde el 23 de abril de 2025, fecha en la que radicó el proyecto en la plenaria del Senado.

Ante los medios de comunicación, la senadora aseguró que el proyecto no fue tomado como una prioridad para debatirlo; fue ubicado en el puesto 160. Por eso, radicó cuatro proposiciones para que la iniciativa llegara a ser discutida como primer punto del orden del día. La única proposición que pasó fue la del 28 de mayo, cuando el proyecto ya “estaba hundido”.

En ese sentido, el proyecto estuvo “engavetado” por un mes y fue discutido faltando poco tiempo para que se termine el periodo legislativo (19 de julio de 2025). “No se pone en el orden del día, se deja ahí durmiendo el sueño de los justos (…). Aquí hay una clara responsabilidad de quienes están en la mesa directiva”, precisó.

Según Pizarro, desde 2016 distintos congresistas han presentado proyectos para reducir los salarios de los senadores y representantes a la Cámara, fracasando rotundamente en sus intentos. Atribuyó los constantes fracasos a, justamente, las presuntas dilaciones en el Legislativo para evitar su debate y votación. Es así como 26 iniciativas con ese mismo objetivo se han hundido en el Congreso.

Al igual que Cepeda, la senadora criticó la postura de los senadores que desbarataron el cuórum y que, al mismo tiempo, rechazan las reformas sociales que benefician a la población.

“Lo cierto es que mientras se actúa con excesiva generosidad, con los privilegios de quienes ostentan el poder, en Colombia, se actúa con absoluta mezquindad con las reformas sociales de la gente en las calles. Eso es lo que ha demostrado el Congreso de la República. Hay una profunda mezquindad, desconexión absoluta con la gente”, dijo ante los medios.

Senator Iván Cepeda asserted that several congressmen left the chamber to disrupt the decision-making quorum, and several declared themselves unable to participate in the discussion of the initiative.

On May 28, 2025, the bill seeking to reduce the salaries of senators and representatives to the House of Representatives failed once again in the Congress of the Republic, specifically in the Senate plenary session. Senator Iván Cepeda, who led the initiative with his counterpart María José Pizarro, attributed the proposal’s failure to the lack of congressmen present in the chamber.

According to his details, several legislators left to prevent the decision-making quorum from being reached. “Today, despite the fact that we successfully advanced the bill to the top of the agenda with a proposal, a barrage of objections and the abandonment of the chamber by many senators destroyed the quorum. Some left the chamber after speaking to assert that this was a “populist” government initiative. The result: the congressional salary cuts have been sunk for a time once again,” he explained on X.

Cepeda criticized the senators who blocked the bill’s progress, noting that while they enjoy a salary of $48 million, they are denying improvements established in the national government’s labor reform, which establishes an increase in the income of the working population.

The reform initially failed in the Senate’s Seventh Committee because, among other reasons, some opposition legislators argued that the increase in salary costs would affect employers. “Senators are relentless when it comes to violating workers’ rights, and when it comes to maintaining their privileges, they are permissive and absentee,” the senator asserted.

Congresswoman Pizarro also spoke out, questioning the nine senators who declared themselves unable to discuss and vote on the bill, alleging conflicts of interest. According to her complaint, among them was Senate President Efraín Cepeda.

Furthermore, according to the public servant, the official had already refused to bring the bill up for discussion, despite having had the opportunity to do so since April 23, 2025, the date on which he filed the bill in the Senate plenary session.

Before the media, the senator asserted that the bill was not considered a priority for debate; it was ranked 160th. Therefore, she filed four proposals to bring the initiative up for discussion as the first item on the agenda. The only proposal that passed was on May 28, when the bill was already «sunk.»

In that sense, the bill was «shelved» for a month and was discussed just before the end of the legislative term (July 19, 2025). «It’s not put on the agenda; it’s left there, sleeping the sleep of the just (…). There is clear responsibility here on the part of those on the board,» he stated.

According to Pizarro, since 2016, various congressmen have introduced bills to reduce the salaries of senators and representatives in the House, failing miserably in their attempts. He attributed the constant failures to, precisely, alleged delays in the legislature to avoid debate and voting. Thus, 26 initiatives with the same objective have failed in Congress.

Like Cepeda, the senator criticized the stance of the senators who disrupted the quorum and, at the same time, rejected social reforms that benefit the population.

«The truth is that while they act with excessive generosity, with the privileges of those in power, in Colombia, they act with absolute meanness toward the social reforms of the people in the streets. That is what the Congress of the Republic has demonstrated. There is profound meanness, a complete disconnection from the people,» she told the media.
