Gobernador Juan Diego Patiño promueve inversión social con obras por impuestos

• Consolidar el mecanismo de Obras por Impuestos desde las mesas departamentales es una prioridad estratégica del Gobernador Juan Diego Patiño para transformar los municipios ZOMAC.

Pereira, 21 de mayo de 2025: En el despacho del gobernador Juan Diego Patiño Ochoa se realizó la Segunda Mesa Departamental de Obras por Impuestos, un espacio de articulación interinstitucional que reunió a los alcaldes de los municipios ZOMAC (Zonas Más Afectadas por el Conflicto Armado), representantes del sector empresarial y delegados de la Agencia de Renovación del Territorio (ART).

El encuentro, liderado por el gobernador de Risaralda y organizado por la Oficina Asesora de Proyectos y Regalías, tuvo como propósito dar seguimiento a los compromisos adquiridos en mesas anteriores, evaluar el avance del mecanismo y socializar nuevas iniciativas de inversión para la vigencia 2025.

“En este evento contamos con la participación de la ART del Gobierno Nacional, a quienes les hemos solicitado mesas sectoriales urgentes para avanzar con este importante mecanismo en el departamento. Recordemos que son cuatro municipios ZOMAC en Risaralda donde podemos generar impactos positivos, cumplir los planes de desarrollo y, sobre todo, cerrar brechas sociales en nuestras comunidades vulnerables”, expresó Juan Diego Patiño Ochoa, gobernador de Risaralda.

SE REQUIERE ACOMPAÑAMIENTO NACIONAL

Esta solicitud del mandatario departamental responde a que algunos proyectos priorizados por los municipios no han logrado avanzar debido a la falta de mesas técnicas sectoriales, necesarias para validar requisitos y vincular a posibles contribuyentes. Por ello, el gobernador insistió en fortalecer el acompañamiento institucional desde el nivel nacional, con el fin de agilizar la operatividad del mecanismo y concretar obras que beneficien directamente a las comunidades.

Durante la jornada, los municipios de Balboa, Mistrató, Quinchía y Pueblo Rico presentaron sus principales necesidades y proyectos ante representantes del sector empresarial, con el objetivo de atraer nuevas alianzas que permitan financiar obras sociales mediante el pago anticipado del impuesto de renta.

Eliana Echeverry Valencia, secretaria de Planeación y Gestión Territorial de Quinchía, manifestó:

“El mecanismo de Obras por Impuestos ha sido fundamental para nuestro municipio. Hemos sido beneficiarios de más de seis proyectos que han transformado nuestras instituciones educativas. Actualmente estamos formulando nuevos proyectos en infraestructura vial y educativa. Agradecemos a la Gobernación de Risaralda por su liderazgo y respaldo continuo para fortalecer esta herramienta”.

El evento permitió además identificar acciones de mejora al mecanismo, proponer nuevas estrategias de articulación y reafirmar el compromiso institucional con el desarrollo de los municipios ZOMAC.

La Gobernación continuará brindando asistencia técnica para que las alcaldías presenten iniciativas sólidas y así facilitar el acercamiento con contribuyentes interesados en financiar proyectos que generen alto impacto social.

Consolidating the Tax-for-Works mechanism through departmental roundtables is a strategic priority for Governor Juan Diego Patiño to transform the ZOMAC municipalities.
Pereira, May 21, 2025: The Second Departmental Roundtable on Tax-for-Works was held in the office of Governor Juan Diego Patiño Ochoa. This was a space for inter-institutional coordination that brought together the mayors of the ZOMAC municipalities (Zones Most Affected by the Armed Conflict), representatives of the business sector, and delegates from the Territorial Renewal Agency (ART).

The meeting, led by the governor of Risaralda and organized by the Advisory Office for Projects and Royalties, aimed to follow up on the commitments made at previous meetings, evaluate the progress of the mechanism, and share new investment initiatives for the 2025 period.

«We are counting on the participation of the National Government’s ART (Art of the National Association of Municipalities) in this event, from whom we have requested urgent sectoral meetings to advance this important mechanism in the department. Let’s remember that there are four ZOMAC municipalities in Risaralda where we can generate positive impacts, fulfill development plans, and, above all, close social gaps in our vulnerable communities,» said Juan Diego Patiño Ochoa, governor of Risaralda.

NATIONAL SUPPORT REQUIRED

This request from the departmental leader responds to the fact that some projects prioritized by the municipalities have not been able to advance due to the lack of sectoral technical meetings, which are necessary to validate requirements and connect potential contributors. For this reason, the governor emphasized strengthening institutional support at the national level to streamline the mechanism’s operation and complete projects that directly benefit communities.

During the event, the municipalities of Balboa, Mistrató, Quinchía, and Pueblo Rico presented their main needs and projects to representatives of the business sector, with the goal of attracting new partnerships to finance social projects through advance income tax payments.

Eliana Echeverry Valencia, Secretary of Planning and Territorial Management for Quinchía, stated:

“The Works for Taxes mechanism has been fundamental for our municipality. We have benefited from more than six projects that have transformed our educational institutions. We are currently developing new projects in road and educational infrastructure. We thank the Risaralda Governor’s Office for its leadership and continued support in strengthening this tool.”

The event also allowed for the identification of actions to improve the mechanism, the proposal of new coordination strategies, and the reaffirmation of the institutional commitment to the development of the ZOMAC municipalities.

The Governor’s Office will continue to provide technical assistance to help municipalities present solid initiatives and thus facilitate engagement with taxpayers interested in financing projects that generate high social impact.
