En el Concejo de Pereira el director de la DIGER, Alexander Galindo, presentó el proyecto de acuerdo No. 46 de 2023, por el cual se crea el fondo municipal para la gestión del riesgo de desastres de Pereira y se deroga el acuerdo 37 de 2012.

Se busca que este fondo cuente con los recursos suficientes que permitan asegurar el apoyo y los esfuerzos de los procesos de conocimiento y reducción del riesgo de desastre, preparación, respuesta, rehabilitación y reconstrucción, en la atención de emergencias o calamidades que se puedan presentar en el municipio.

El propósito de este fondo es invertir, destinar y ejecutar recursos en relación con el conocimiento del riesgo de desastres, reducción del riesgo; además se podrá establecer mecanismos de financiación dirigidos a las entidades involucradas en los procesos y a la población afectada por la ocurrencia de desastres o calamidades.

El objetivo de este fondo es la negociación, recaudo, administración, inversión, distribución y control de los recursos financieros necesarios para la implementación y continuidad de la política de gestión de riesgos de desastres del municipio.

El concejal Carlos Hernán Muñoz llamó la atención en el sentido que ya se había autorizado la compra de 40 viviendas en el barrio José Hilario López que están en riesgo, pero solo se va a comprar el 20%, alrededor de 8 casas, y por lo tanto pidió explicación sobre las otras viviendas que están pendientes.

Por su parte, la concejal Nancy Henao dijo que es muy oportuno que el municipio tenga un fondo dado las condiciones de aumento de emergencias; sin embargo, señaló que es importante que se cree una veeduría o un mecanismo de seguimiento y control para la transparencia, ya que los recursos usados en medio de calamidades son los más cuestionados por su uso inadecuado.

El concejal Edwin Quintero aseguró que la ciudad se ha llenado de invasiones y no hay prevención; además no hay recursos que alcancen para lograr la reubicación. Por lo tanto, es necesario evitar que se sigan construyendo viviendas en sectores con mucho riesgo, a orillas de río y con las afectaciones ambientales que esto trae.
