Gobierno creará la Agencia Férrea Nacional para impulsar los proyectos ferroviarios estratégicos.

Se trata de una nueva entidad que se dedicará de manera especializada y exclusiva a promover este modo de transporte, vital para el desarrollo y la conectividad del país, incluido en el Plan Nacional de Desarrollo 2022 – 2026 ‘Colombia Potencia Mundial de la Vida’.

El anuncio lo hizo la ministra de Transporte, María Fernanda Rojas, durante el Foro Internacional por la Reactivación Ferroviaria que se realizó en Bogotá, donde reafirmó el compromiso del Gobierno del presidente Gustavo Petro con el fortalecimiento del sistema férreo.

“En el Ministerio de Transporte no había grupo ferroviario, nosotros lo creamos, y desde ahí se generó la semilla para crear esa agencia férrea. En Colombia hemos tenido falta de experiencia en materia ferroviaria, pero la Agencia Férrea nos permitirá traer gente con la experiencia, vamos a traer expertos nacionales e internacionales, pero sobre todo vamos a definir reglas de juego y arquitectura institucional», dijo la funcionaria.

Agregó que el Ministerio de Transporte trabaja con el Gobierno del Reino Unido en un proyecto de cooperación para definir aspectos sobre el funcionamiento de la nueva Agencia Férrea Nacional.

“Después de décadas de abandono, el ferrocarril se eleva como una prioridad del Gobierno del Cambio. El tren no es solo transporte: es equidad, conectividad y sostenibilidad», aseguró la ministra Rojas.

En su intervención, la ministra presentó los principales avances del sector ferroviario en el país, entre ellos la adjudicación del corredor La Dorada – Chiriguaná como Alianza Público Privada (APP), que ya duplicó la carga movilizada en tan solo un año, con una inversión superior a los $ 4,6 billones.

También destacó los avances en los corredores:

– Bogotá – Belencito, con cifras récord en carga y trenes turísticos.

– Chiriguaná – Santa Marta, donde se busca diversificar la carga y habilitar pasajeros.

– Tren de la Sabana, con más de 514 mil pasajeros anuales, consolidado como modelo de movilidad patrimonial.

Proyectos estratégicos

La ministra también presentó la hoja de ruta del nuevo sistema férreo nacional, con megaproyectos como:

– Corredor Interoceánico Caribe – Pacífico (Chocó), que alcanza 80% de prefactibilidad, con una inversión estimada de $ 54,6 billones.

– Corredor Andes – Orinoquía, que conectará los Llanos con los principales puertos del país, la inversión proyectada es de $19 billones.

– Bogotá – Red Central, que se integrará a los grandes corredores productivos del país, con una inversión de $59,7 billones.

La ministra de Transporte también destacó otros proyectos regionales como el Tren del Café, Tren del Caribe, Tren del Huila, Tren Verde y Tren del Catatumbo, que buscan articular el sistema férreo con vocación regional y multimodal.

Sostenibilidad del sistema

La jefa de la cartera de Transporte explicó que, para garantizar la sostenibilidad del sistema férreo, el Gobierno nacional avanza en la creación de la Agencia Férrea Nacional, que ya cuenta con el acompañamiento del Reino Unido a través de Crossrail International y Uk Pact.

Además, destacó el inicio de la primera especialización en ingeniería ferroviaria en la Universidad Pedagógica y Tecnológica de Colombia como parte del esfuerzo por formar el talento que requiere esta transformación.

“Sin talento no hay tren. Necesitamos manos, mentes y corazón para liderar este nuevo capítulo ferroviario. El tren regresó para quedarse», puntualizó la ministra.

Government to Create National Railway Agency to Promote Strategic Rail Projects

This is a new entity that will be dedicated exclusively to promoting this mode of transportation, vital to the country’s development and connectivity, and included in the 2022-2026 National Development Plan «Colombia, a World Power for Life.»

The announcement was made by the Minister of Transportation, María Fernanda Rojas, during the International Forum for Railway Reactivation held in Bogotá, where she reaffirmed the commitment of President Gustavo Petro’s government to strengthening the railway system.

“There was no railway group in the Ministry of Transport; we created it, and from there, the seed was planted to create this railway agency. In Colombia, we have lacked experience in railway matters, but the Railway Agency will allow us to bring in experienced people. We will bring in national and international experts, but above all, we will define the rules of the game and the institutional architecture,” the official said.

She added that the Ministry of Transport is working with the United Kingdom government on a cooperation project to define aspects of the operation of the new National Railway Agency.

“After decades of neglect, the railway is emerging as a priority for the Government of Change. The train is not just about transportation: it is about equity, connectivity, and sustainability,” stated Minister Rojas.

In her speech, the minister presented the main advances in the railway sector in the country, including the awarding of the La Dorada – Chiriguaná corridor as a Public-Private Partnership (PPP), which has already doubled the amount of freight moved in just one year, with an investment of more than $4.6 billion.

She also highlighted the progress made in the following corridors:

Bogotá – Belencito, with record numbers for cargo and tourist trains.
Chiriguaná – Santa Marta, where the goal is to diversify cargo and accommodate passengers.
Tren de la Sabana, with more than 514,000 passengers annually, consolidated as a model for asset mobility.

Strategic Projects
The minister also presented the roadmap for the new national rail system, with megaprojects such as:

The Caribbean – Pacific Interoceanic Corridor (Chocó), which has reached 80% pre-feasibility, with an estimated investment of $54.6 billion.
The Andes – Orinoquía Corridor, which will connect the Llanos region with the country’s main ports, with a projected investment of $19 billion.
Bogotá – Red Central, which will be integrated into the country’s major productive corridors, with an investment of $59.7 billion.

The Minister of Transportation also highlighted other regional projects such as the Coffee Train, the Caribbean Train, the Huila Train, the Green Train, and the Catatumbo Train, which seek to articulate the railway system with a regional and multimodal focus.

Sustainability of the System
The head of the Transportation portfolio explained that, to ensure the sustainability of the railway system, the national government is moving forward with the creation of the National Railway Agency, which already has the support of the United Kingdom through Crossrail International and UK Pact.

In addition, she highlighted the launch of the first specialization in railway engineering at the Pedagogical and Technological University of Colombia as part of the effort to develop the talent required for this transformation.

“Without talent, there is no train. We need hands, minds, and hearts to lead this new chapter in railways. The train is back to stay,” the minister emphasized.
