Contraloría y MinDeporte se articulan para reactivar obras y recuperar la Unidad Deportiva El Salitre de Bogotá.

La ministra del Deporte, Patricia Duque, acompañada por delegados de la Contraloría y el IDRD inspeccionó el estado de la Unidad Deportiva El Salitre de Bogotá.

En respuesta al llamado de los y las atletas y paraatletas bogotanos, quienes han manifestado inquietudes sobre las oportunidades de formación, entrenamiento y preparación, la ministra del Deporte, Patricia Duque Cruz, y el Contralor Auxiliar Distrital, Javier Reyes, acompañados por secretario general del Instituto Distrital de Recreación y Deporte (IDRD) Gabriel Lagos, inspeccionaron las obras pendientes de la Unidad Deportiva El Salitre (UDS).

Al conocer de primera mano las instalaciones, la ministra Duque aseguró que “el motivo de nuestra presencia como gobierno es reconocer el estado de unas instalaciones tan importantes para la ciudad. Un proyecto que lleva aproximadamente ocho años en un estado crítico».

En su inspección a los coliseos destinados para la práctica de las ligas de levantamiento de pesas, baloncesto, gimnasia, boxeo, entre otras, la ministra manifestó que “a los atletas les quiero decir que hemos adquirido el compromiso como Ministerio del Deporte y, a partir de ahora, estaremos velando porque este escenario vuelva a ser lo que era».

Desde el ministerio, como cabeza del Sistema Nacional del Deporte, existe una preocupación genuina, debido a que se han afectado atletas de alrededor de 13 ligas deportivas del sector olímpico y 12 del paralímpico, dejando vacíos en un espacio considerado como el corazón del deporte en Bogotá.

“Estamos aquí para hacer un trabajo articulado y ofrecerle al Instituto de Recreación y Deporte (IDRD) un acompañamiento para poner los ojos en este proyecto tan importante para que, en el menor tiempo posible, se pueda dar una solución a la ciudad y a los atletas», señaló la jefe de la cartera.

Trabajo articulado

Durante la visita a los escenarios de la UDS el Contralor Auxiliar Javier Reyes, extendió una invitación a la ministra Patricia Duque, para hacer parte de la mesa de seguimiento al contrato vigente, a través de la evaluación del Programa Vamos a la Obra.

“Pretendemos que tanto con el Distrito, en cabeza del IDRD, como con el Ministerio del Deporte, que hoy por invitación de la Contraloría hará parte de esta estrategia, podamos sacar adelante este proyecto para los bogotanos», precisó Reyes.

De esta manera, según indicó el contralor, en las próximas semanas se realizará una mesa de trabajo con el IDRD, entidad que ha venido realizando los trámites pertinentes, para la obtención de licencias, ante entidades como la Secretaría de Ambiente, Movilidad, el Jardín Botánico, la Unidad Administrativa Especial de Servicios Públicos (UAESP), entre otras.

Antecedentes de las obras

Las obras en los escenarios de la UDS se iniciaron en el 2017 con un contrato que se suspendió, que hoy cuenta con un proceso de responsabilidad fiscal en la Contraloría de Bogotá.

Posterior a ello, se firmó un contrato por aproximadamente 45 mil millones de pesos, con el que se busca finalizar esta obra.

“Estaremos atentos al calendario que el IDRD presente para hacer el acompañamiento pertinente y devolverle a los capitalinos este escenario deportivo», concluyó la ministra Duque.

In response to calls from Bogotá athletes and para-athletes, who have expressed concerns about training, preparation, and coaching opportunities, the Minister of Sport, Patricia Duque Cruz, and the Assistant District Comptroller, Javier Reyes, accompanied by Gabriel Lagos, Secretary General of the District Institute of Recreation and Sport (IDRD), inspected the pending construction projects at the El Salitre Sports Complex (UDS).

Upon seeing the facilities firsthand, Minister Duque stated that «the reason for our presence as a government is to recognize the state of such important facilities for the city. A project that has been in a critical state for approximately eight years.»

In her inspection of the coliseums designated for weightlifting, basketball, gymnastics, boxing, and other leagues, the minister stated that «I want to tell the athletes that we have made a commitment as the Ministry of Sport and, from now on, we will ensure that this venue returns to what it was.»

The ministry, as head of the National Sports System, is genuinely concerned that athletes from approximately 13 Olympic sports leagues and 12 Paralympic leagues have been affected, leaving gaps in a space considered the heart of sport in Bogotá.

«We are here to work together and offer the Institute of Recreation and Sports (IDRD) support to focus on this important project so that, in the shortest possible time, a solution can be found for the city and the athletes,» said the head of the ministry.

Coordinated Work
During the visit to the UDS facilities, Assistant Comptroller Javier Reyes extended an invitation to Minister Patricia Duque to participate in the monitoring panel for the current contract, through the evaluation of the Vamos a la Obra Program.

«We intend, together with the District, headed by the IDRD, and the Ministry of Sports, which today, at the invitation of the Comptroller’s Office, will be part of this strategy, to move this project forward for the people of Bogotá,» Reyes stated.

Thus, according to the Comptroller, a working group will be held in the coming weeks with the IDRD, an entity that has been completing the necessary procedures to obtain licenses from entities such as the Ministry of Environment, Mobility, the Botanical Garden, the Special Administrative Unit for Public Services (UAESP), among others.

Background on the Works
Work on the UDS stadiums began in 2017 with a contract that was suspended and is currently undergoing a fiscal responsibility process with the Bogotá Comptroller’s Office.

Subsequently, a contract for approximately 45 billion pesos was signed to complete this project.

«We will be attentive to the schedule presented by the IDRD to provide the necessary support and return this sports venue to the residents of Bogotá,» concluded Minister Duque.
