ANATO. I highlight the participation of the Department of Nariño as a National Destination Guest of Honor which seeks to publicize its tourist experiences, from the vision of the 5 worlds that are found in that region-country: the immensity of the Pacific Ocean, the location of Nariño in the biographical Chocó, the extensive presence of the department as part of the Pacific coast, the location of the so-called “belt of America”, and the connection to the Amazon.

POR EL ESCRITOR, COLUMNISTA, COMUICADOR SOCIAL PERIODISTA, PRESIDENTE PERIODISTAS RISARALDA RUBÉN DARÍO FRANCO NARVÁEZ. 8 de noviembre de 2007, la Asamblea General de las Naciones Unidas estableció que cada 15 de septiembre se celebraría el Día Internacional de la Democracia, siendo festejado por primera vez al año siguiente.
La fecha de su celebración rememora aquel 15 de septiembre de 1997 en que la Unión Interparlamentaria adoptó la Declaración Universal de Democracia después de las sucesivas Conferencias Internacionales sobre Democracias Nuevas y Restauradas que comenzaron en 1988 por iniciativa de la Presidenta Corazón Aquino.
Corazón Aquino fue elegida por los filipinos después de que en 1986 la llamada Revolución Pacifica del Poder del Pueblo pusiera fin a más de 20 años de dictadura de Ferdinand Marcos.
Es así, como al finalizar la sexta conferencia en Qatar, el consejo asesor del país anfitrión decidió promover un día internacional para la democracia, llegando incluso a redactar un borrador de la resolución que habría de adoptar la Asamblea General de las Naciones Unidas.
Este borrador fue sometido a consideración de varios de los países miembros de la ONU aun cuando siempre se respetó la sugerencia de la Unión Interparlamentaria de que se propusiera el 15 de septiembre como su fecha de conmemoración.
¿Por qué era necesario fijar un Día Internacional de la Democracia?
Como puede verse, la democracia es un valor universal pero al mismo tiempo no existe un modelo único de democracia, sino un sin número de interpretaciones que comparten principios y valores comunes.
Sin embargo, esta amplitud conceptual es la que hace necesario fomentar prácticas que consoliden la cultura democrática y conciencien a los ciudadanos respecto de sus deberes y derechos.
