 Fortalecimiento del pie de fuerza y un Centro de Información de Inteligencia Electoral: principales acciones para mitigar el riesgo y anticipar amenazas contra la democracia

Fuerzas Militares desplegarán más de 70 mil hombres y mujeres en el marco del Plan Democracia.

Modera​r y desescalar el lenguaje como aporte colectivo de la sociedad y evitar la desinformación: objetivo claro para fortalecer la democracia. 

Se implementará un Mapa de Prevención y Seguridad Electoral para anticipar y mitigar riesgos.

 Al término de la reunión de la Comisión Nacional de Coordinación y Seguimiento de los Procesos Electorales, el Ministro de Defensa Nacional, Pedro Sánchez Suárez, junto a la cúpula militar y policial, presentó ante dirigentes y representantes de partidos y movimientos políticos una serie de acciones estratégicas para garantizar la seguridad y tranquilidad del proceso democrático que se avecina.

Uno de los principales anuncios fue la implementación de una Burbuja de Inteligencia integrada por todas las agencias de las Fuerzas Militares y de la Policía Nacional, que permitirá realizar un trabajo articulado y especializado para anticipar y neutralizar amenazas contra precandidatos.

En paralelo, se fortalecerán de forma diferencial los esquemas de seguridad para figuras en riesgo, con el llamado expreso a que los aspirantes cumplan rigurosamente las recomendaciones emitidas por los equipos de protección.

“Es importante que todos cumplan los protocolos de seguridad”, enfatizó el Ministro de Defensa Nacional, Pedro Sánchez Suárez.

El Ministro también advirtió sobre el impacto negativo que puede tener la desinformación difundida irresponsablemente, especialmente en redes sociales, al interferir en las investigaciones, exacerbar los ánimos sociales y poner en riesgo la estabilidad del país.

“La Fuerza Pública está para garantizar la seguridad y el bienestar de la población civil. No es deliberante. Es completamente neutral frente a los procesos democráticos. Somos la garantía de la democracia. Y la democracia es la garantía del Estado Social de Derecho”, afirmó.

En este contexto, uno de los llamados más relevantes fue el de promover el uso responsable del lenguaje, evitando estigmatización, discursos de odio o narrativas que inciten a la violencia.

“No promovamos la desinformación. Hay palabras que terminan encontrando fanáticos que se convierten en sicarios mediáticos, y que pueden inducir a otros a atentar contra la vida de un colombiano”, advirtió el Ministro Sánchez.

Plan Democracia 2025-2026: dos líneas de acción

1. Línea intangible:

Con enfoque cibernético, busca detectar y prevenir campañas de desinformación, así como posibles ciberataques a los sistemas de información del Estado que garantizan la transparencia electoral.

2. Línea tangible:

Comprende acciones operacionales, de inteligencia y de investigación criminal sobre el terreno, con el fin de anticipar amenazas y debilitar estructuras criminales que busquen interferir en el proceso democrático.

Las Fuerzas Militares confirmaron que desplegarán más de 70 mil hombres y mujeres para cubrir mas de 4 mil puestos de votación, con el fin de garantizar la seguridad de candidatos, votantes y autoridades electorales.

“Nuestro deber es proteger los recorridos, actos públicos y jornadas electorales para que los candidatos puedan ejercer sus derechos con plena seguridad”, manifestó el Almirante Francisco Cubides Granados, Comandante de las Fuerzas Militares.

La Policía Nacional, por su parte, anunció la creación de un Centro de Información de Inteligencia Electoral, orientado a procesar y analizar datos para reforzar los esquemas de prevención y mitigación de riesgos en el segundo semestre de 2025 y durante 2026.

“Concentraremos nuestros esfuerzos en tener más hombres y mujeres dedicados a la protección de los aspirantes, para garantizar su seguridad integral”, aseguró el General Carlos Triana, Director de la Policía Nacional.

Finalmente, se activará el Mapa de Prevención y Seguridad Electoral, una herramienta dinámica que integrará variables territoriales, políticas y de riesgo para anticipar amenazas, proteger a los aspirantes y preservar el libre ejercicio de la democracia.

Las líneas gratuitas 107, 123, 147 y 165 estarán disponibles las 24 horas del día para que la ciudadanía denuncie, de forma segura y con absoluta reserva, cualquier actividad sospechosa o presencia de grupos criminales que busquen interferir en el proceso electoral.

The Military Forces will deploy more than 70,000 men and women within the framework of the Democracy Plan.

Moderating and de-escalating language as a collective contribution from society and preventing misinformation: a clear objective to strengthen democracy.

An Electoral Prevention and Security Map will be implemented to anticipate and mitigate risks.

At the end of the meeting of the National Commission for the Coordination and Monitoring of Electoral Processes, the Minister of National Defense, Pedro Sánchez Suárez, along with the military and police leadership, presented a series of strategic actions to leaders and representatives of political parties and movements to guarantee the security and peace of the upcoming democratic process.

One of the main announcements was the implementation of an Intelligence Bubble comprised of all agencies of the Military Forces and the National Police, which will allow for coordinated and specialized work to anticipate and neutralize threats against pre-candidates.

In parallel, security measures for at-risk individuals will be specifically strengthened, with the express call for candidates to rigorously comply with the recommendations issued by their protection teams.

«It is important that everyone comply with the security protocols,» emphasized the Minister of National Defense, Pedro Sánchez Suárez.

The Minister also warned about the negative impact that irresponsibly disseminated misinformation can have, especially on social media, by interfering with investigations, exacerbating social tensions, and jeopardizing the country’s stability.

«The Public Force is there to guarantee the safety and well-being of the civilian population. It is not deliberative. It is completely neutral in the face of democratic processes. We are the guarantor of democracy. And democracy is the guarantor of the Social Rule of Law,» he stated.

In this context, one of the most relevant calls was to promote the responsible use of language, avoiding stigmatization, hate speech, or narratives that incite violence.

«Let us not promote misinformation. There are words that end up finding fanatics who become media hitmen, and that can induce others to attempt to take the life of a Colombian,» warned Minister Sánchez.

Democracy Plan 2025-2026: Two Lines of Action

1. Intangible Line:

With a cyber focus, it seeks to detect and prevent disinformation campaigns, as well as potential cyberattacks on state information systems that guarantee electoral transparency.

2. Tangible Line:

Includes operational, intelligence, and criminal investigation actions on the ground, with the aim of anticipating threats and weakening criminal organizations that seek to interfere in the democratic process.

The Armed Forces confirmed that they will deploy more than 70,000 men and women to staff more than 4,000 polling stations, to guarantee the safety of candidates, voters, and electoral authorities.

“Our duty is to protect the routes, public events, and election days so that candidates can exercise their rights in complete safety,” stated Admiral Francisco Cubides Granados, Commander of the Armed Forces.

The National Police, for its part, announced the creation of an Electoral Intelligence Information Center, aimed at processing and analyzing data to strengthen risk prevention and mitigation strategies in the second half of 2025 and throughout 2026.

«We will concentrate our efforts on having more men and women dedicated to protecting candidates, to guarantee their overall security,» stated General Carlos Triana, Director of the National Police.

Finally, the Electoral Prevention and Security Map will be activated, a dynamic tool that will integrate territorial, political, and risk variables to anticipate threats, protect candidates, and preserve the free exercise of democracy.

The toll-free numbers 107, 123, 147, and 165 will be available 24 hours a day so that citizens can safely and confidentially report any suspicious activity or the presence of criminal groups seeking to interfere in the electoral process.
