El Ex Notario de Pereira, Risaralda Colombia, Alfonso Gutiérrez Millán, escribió en su columna del jueves 30 de noviembre de 2023, en El Diario, un formidable artículo titulado El “Nuevo Marx”, obra del economista Francés Thomas Piketty, que con mucho respeto consideramos que debería leer el actual presidente de Colombia Gustavo Petro Urrego.

Considera Gutiérrez Millán que Piketty no propone una “nueva revolución sangrienta”- como la que originara karl Marx, con la lucha de clases – sino que: “La actual Comunidad Económica entienda que las constantes crisis del sistema, tal como sucedió en 1.929, o en el 2008, y tal como lo señaló Marx; a la larga harán insostenible el capitalismo si continúa permitiendo que la acumulación y concentración del capital sea indefinidamente superior a la tasa de crecimiento.

Acentúa Gutiérrez Millán que: Para Piketty, el actual sistema requiere “Un nuevo tipo de redistribución, la cual no consistiría en transferir el capital de los ricos a los pobres, como parece que tratan de hacer en Venezuela, sino en aumentar el ingreso de los habitantes mediante un poderoso esfuerzo impositivo que parta de deducciones efectivas de manera transparente, eficaz y aceptada por todos para invertir en tres dominios: La Educación, La Salud y un buen sistema de retiros.

Para Alfonso Gutiérrez Millán “esto sucede ya en los países más ricos y mejor organizados como Alemania Suecia o Dinamarca, donde el grado de imposición Fiscal ronda el 40 el 50 o el 60%, sin que por ello se marchiten sus economías”. En cambio, en naciones atrasadas el grado de fiscalidad raras veces sube al 30% (En Colombia, no llega al 15% y la evasión está por el 50%).
