El mandatario dijo que saldrá a las calles el martes, día en que está previsto discusión de la laboral en Senado.

La primera movida del Gobierno para lograr mayor afluencia a las marchas del próximo martes 18 de marzo será, según reconoció el presidente Gustavo Petro, declarar día cívico. En un discurso desde el municipio de Aracataca, Magdalena, el mandatario aseguró que con dicha jornada de movilizaciones «comienza la consulta popular», que es la respuesta del Ejecutivo al Congreso por la radicación de una ponencia de archivo de la reforma laboral con la firma de 8 de los 14 congresistas de la Comisión VII de Senado. Precisamente, la célula tiene previsto votar la ponencia el mismo día de las marchas.

Como señala el Departamento Administrativo de la Función Pública, un día cívico es una jornada en la que «por regla general» los servidores o funcionarios públicos no trabajan.

«El martes será un día cívico. Ningún patrón podrá decir que despide a un trabajador por ir a la defensa de sus propios derechos porque violará la ley. El martes comienza la consulta popular en Colombia y será día cívico, como lo será el día de las elecciones», anunció el jefe de Estado. La última vez que el Gobierno declaró una jornada de esta naturaleza fue el pasado 19 de abril de 2024 supuestamente para el cuidado del agua, aunque surgieron críticas porque ese mismo día el presidente cumplió años y fue el aniversario de la creación del M-19.

La Central Unitaria de Trabajadores (CUT) ha llamado a los trabajadores a tomarse “carreteras, plazas y parques del país” en lo que será la primera marcha oficialista de 2025. Se prevén manifestaciones en las principales ciudades y desplazamientos de comunidades campesinas, indígenas y afrodescendientes, quienes también han expresado su respaldo a las reformas, en especial la laboral y de la salud, las cuales están al borde del precipicio en el Congreso de la República.

El mandatario aseguró que saldrá a acompañar las movilizaciones. «Este martes saldremos es a las calles, yo primero, a encabezar la manifestación en Bogotá, pero en cada ciudad de Colombia debe haber una manifestación del poder de decidir del pueblo, que no es más que el poder de la decisión sin miedo, sin violencia», indicó Petro.

Más adelante, el Presidente se mostró optimista de cara a una consulta popular para definir la suerte de las reformas sociales. «Vamos a ganar», dijo, y agregó que el martes inicia la campaña por el sí.

La apuesta, sin embargo, no es sencilla. El censo electoral está en 40’963.370 ciudadanos. Eso implica que al menos 13’650.456 colombianos deberían participar. Y al menos la mitad más uno de esa cifra, 6’827.229 ciudadanos, deberían votar por el sí. Esto siempre y cuando el Senado apruebe convocar a la consulta.

El presidente del Senado, Efraín Cepeda, aseguró que si la consulta popular fracasa en las calles -primero debe tener el aval de la plenaria del Senado- bien sea si no cumple el umbral mínimo de participación o si no se aprueban las reformas, el Gobierno quedaría deslegitimado.

«Si el Gobierno dice que es el pueblo quien valida las reformas y el pueblo no las valida, pues yo creo que queda desinstitucionalizado”, comentó Cepeda.

Miguel Uribe, senador del Centro Democrático, calificó la decisión como el inicio de la campaña a las elecciones de 2026. “Su ego no le permite ver más allá de su nariz. Con la consulta popular, se acabó el gobierno. Arrancaron las elecciones del 26. El pueblo confirmará la necesidad de archivar estas reformas inconvenientes. Colombia necesita mejoras, no destrucción”, señaló el congresista y precandidato.

Ahora bien, el ministro de Trabajo, Antonio Sanguino, aseguró que el Ejecutivo aún deja una puerta abierta para concertar la reforma con la Comisión VII y, en ese caso, desestimar del llamado a una consulta. No obstante, el jefe de Estado parece decidido a acudir a este mecanismo de participación y jugarse su capital político.

The government’s first move to increase attendance at the marches next Tuesday, March 18, will be, according to President Gustavo Petro, to declare a civic day. The United Workers’ Central Union (CUT) has called on workers to take over the «country’s highways, plazas, and parks» in what will be the first pro-government march of 2025. Demonstrations are expected in major cities, as well as demonstrations by rural, Indigenous, and Afro-descendant communities. These communities have also expressed their support for the reforms, especially those related to labor and healthcare, which are on the brink of collapse in Congress.

However, the head of state seems determined to resort to this participatory mechanism and stake his political capital.
