ESTA CLASE DE CAMBIOS QUE HACE EL PRESIDENTE GUSTAVO FRANCISCO PETRO URREGO NO ES BUENO PARA NADIE.

El presidente oficializó la salida del tercer Ministro de Hacienda durante 31 meses que lleva en el gobierno y anuncio el nombramiento del economista German Ávila, excompañero suyo en el M19 y miembro de su gabinete cuando fu alcalde de Bogotá, como cuarto jefe de la cartera de Hacienda.

Independiente de los compromisos , de la experiencia y de kl trayectoria pública privada del nuevo ministro, no es bueno para el país ni para nadie una rotación  tan alta en uno de los ministerios más importantes más importantes del gobierno, especialmente en un momento tan complejo para las finanzas públicas, además de que envía una pésima señal a los mercados y a las  calificaciones del riesgo.

Además cambiar un ministro apenas un mes y medio después de haber tomado posesión oficial del cargo, pero luego de haber  estado casi dos meses actuando como titular  después de haber sido anunciado por el Presidente; por una declaración en materia de política  presupuestal que resulto contraria  del pensamiento del jefe de Estado, es la clara demostración  de que entre el presidente y sus ministros no hay comunicación alguna.

Todo esto, es un momento en que el país enfrenta serios problemas fiscales, en que la percepción de riesgo se está deteriorando, en que la regla fiscal está amenazada , en que la incertidumbre y la desconfianza de las comunidades inversionistas aumenta y en que la dinámica empresarial h perdido todo su ritmo.

De hecho, con el solo anuncio por un desacuerdo con el presidente sobre la necesidad de hacer un recorte presupuestal y racionalizar el gasto para poder cumplir con l regla fiscal, se empujó hacia arriba  la tasa de cambio y os TES se desvalorizaron entre 15 20 puntos básicos.

Si hay algo, que hoy necesita el país, es claridad en la política fiscal, señales consistentes y tranquilizadoras par los merados,  compromiso de respeto a la regla fiscal, moderación en el gasto público, un nivel más razonable  de déficit fiscal, un severo recorte presupuestal y unidad en al alto gobierno; y esto no es propiamente lo que el presidente esta haciendo con el permanente cambio de cabeza del ministro de hacienda y con las razones que lo han motivado.

The president formalized the departure of his third Finance Minister in his 31 months in office and announced the appointment of economist German Ávila, his former colleague in the M19 and a member of his cabinet when he was mayor of Bogotá, as the fourth head of the Finance portfolio.

Regardless of the new minister’s commitments, experience, and public-private career, such high turnover in one of the government’s most important ministries is not good for the country or for anyone, especially at such a complex time for public finances. It also sends a terrible signal to the markets and credit ratings. Furthermore, replacing a minister just a month and a half after officially taking office, but after having been in office for almost two months after being announced by the President, due to a statement on budget policy that ran contrary to the head of state’s thinking, is a clear demonstration that there is no communication between the president and his ministers.

All of this comes at a time when the country is facing serious fiscal problems, when risk perception is deteriorating, when the fiscal rule is threatened, when uncertainty and distrust among the investment community are increasing, and when business dynamics have lost all their momentum.

In fact, the mere announcement, due to a disagreement with the president over the need to cut budgets and streamline spending to comply with the fiscal rule, pushed the exchange rate up and the TES devalued by 15 to 20 basis points. If there’s one thing the country needs today, it’s clarity in fiscal policy, consistent and reassuring signals to the markets, a commitment to respecting the fiscal rule, restraint in public spending, a more reasonable fiscal deficit, severe budget cuts, and unity in the top government. And this isn’t exactly what the president is doing with the constant change of the finance minister and the reasons behind it.
